The U.S. Department of Homeland Security (DHS) and State Departmenthave jointly certified to Congress that all 8 statutory criteria have been met prior to implementing the Western Hemisphere Travel Initiative (WHTI) at America's land and sea borders on June 1, 2009. So, on June 1, 2009 the same rules that apply for U.S. citizens returning by air to the U.S. from abroad, will also apply for land and sea ports of entry. That is you will have to show one of the approved documents that denotes identity and citizenship. For Americans 16-years and older this includes a passport, passport card, trusted traveler program card (NEXUS, SENTRI, and FAST), or an enhanced driver's license (EDL).
