The U.S. Environmental Protection Agency and the Canadian government have submitted a proposal to the UN's International Maritime Organization to create an emissions control area (ECA) around both nations' coastlines. Within an ECA, large ships such as oil tankers and cargo ships face stricter emissions standards designed to reduce the threat they pose to human health and the environment.
